September 26, 2026 SAN FRANCISCO — California Gov. Gavin Newsom has signed legislation changing how prosecutors can reinstate charges dismissed by a judge at a preliminary hearing, requiring prosecutors to present evidence and obtain judicial approval before those charges can be restored.
